Have you confirmed that you have voltage on both the remote and B+ terminals?


With your multimeter set to DC volts, the black meter lead on the ground terminal of the amp (not on the point where the ground wire connected to the vehicle) and the head unit on (so the amp will have remote voltage applied), touch the red lead alternately to the B+ and remote terminals of the amp. If the voltage is below ~11 volts, you need to check the wiring feeding whichever line is too low.
 
l did, and the fuse is fine

There is likely an IC in the power supply labeled TL494 or something similar. Measure the DC voltage on each pin and post them below. The following is the datasheet for the TL594. It will show you how the pins are numbered. For all measurements here, you'll place the black meter lead on the ground terminal of the amp.
