You can measure the zener voltage, then know what to replace it with.
Or measure the output voltage of the regulator.
Is there a voltage label on the reg in the schematic? Can't see it because you conveniently cut it off ;-)

The Zeners are 16v.
The transistors are nothing special. This is a linear regulator. Virtually any transistors with equal or better specs will work. If a fully encapsulated case isn't needed, something like a 2n6488 should work. Add a clip-on heatsink if the board shows any signs of heat stress.
