I hope someone can help me to understand the connection of the “bar” at Q7, Q8 and R64 (Q19) – are they connected to +30VOLTS (source of Q3)?

Q7/Q8 yes. I believe R64 goes to -30V.

Bar at Q7/Q8 is +30V, bar at R64 is -30V.
