When manufacters give thermal ratings on their spec
sheet, do they feed the speaker xyz watts in an enclosure
or out.

Power is typically rated to a standard test
IEC 268-5
DIN 45573
These are "defined shaped noise signal" tests with rolled off bass and they usually test thermal, rather than mechanical limits of the driver. The spec is not very useful unless an enclosure size or a filter slope is specified, since it is not safe to assume.
