A question about the Malanz 7

Hi:
I have a question about the Malanz 7. When I learned the schematic, I found that the bias current of the first 12AX7 was very small. As the cathode resistor is 4.7k, the current should be less than 1mA. I run a simulation with the Multisim, and found that it was only 360uA. I was not sure why the bias was set like this. 1mA was better based on the curve. Is there anyone that can help me to explain it? Thank you!
