I don't have LTspice installed on this machine, but IIRC the "miscellaneous" folder contains a configurable neon bulb model.
You just need to specify the various parameters like strike voltage, resistance, hold current, etc.
This should be easy to extract from the characteristics of the regulator tubes (using a bit of common sense, obviously).

there was a "neon bulb" in the LTspice library.
Used your model with success and will use it in all my other simulations where I use stab tubes
