I have a pair of woofers, 8 ohm rated at 93db.
Can I match them with a 16 ohm horn driver rated at 111db?
Will the mismatch in efficiency be somewhat balanced by the impedance difference?

You can go active, then sensitivity doesn't matter anymore. Or if you go passive you can pad the horn driver down as chrisb said.
You could also do a hybrid approach with some global digital DSP before your DAC. It will be some testing to get the crossover region right though, as you want them to overlap there, higher up it doesn't matter as you can just reduce the global gain.
