That's affirmative. 6.9 at the pins and at the transformer output also. Reading 6.2 at the pins with the resistors installed.
6.2V should be fine. Also one can reduce hum by biasing the heater supply about +40V above the average of the low signal tubes' cathodes. That can easily be done by applying that bias to the heater winding centertap. You don't need much current capability from the source of this bias. 100K resistor bypassed to ground will do. Or a 1 megohm resistor connected to B+ and 100K to ground will do it too. The 1 meg resistor should be a half or 1 watter. Issue here isn't so much heat but to avoid voltage flashover.
