Different tube altogether. 6P45C is like EL509.
Mixing cyrillic and latin characters is so common with respect to russian tubes i don't even notice it.

Boris, primary this tube used in old russian color TV's for line and HV stage. I know some men which made amps with it.

6P45S is only similar to EL509 and will usually work in circuits built for the EL509. Internally, it is however a very different construction. It is a frame grid beam tetrode, and actually uses frame grid construction for both G1 and G2. Compared to the EL509 it is also quite bit more massively constructed, with very thick bulb glass - it weighs a good 60% more than an EL509. It's G2 also appears to withstand higher voltages when operated as a triode, compared to the EL509.
