It sure is a great find for $20, and the way you restored and cased it, it looks splendid! That's a really nice little amp you got there, congrats.

Interesting to hear of the cure. It doesn't match the reported symptoms so unlikely to have been the actual fault.
Much more likely is you hat a short on the valve base caused by a blob of solder or a thread of wire, which was then cleared when changing the resistor.
Enjoy the amp, and as you probably won't use the treble cut on the tone control then don't worry about it. I would'nt remove it from the circuit as it may be contributing to the overall stability.
