Another candidate that just occurred to me is the CSS LDW7 - another device with an interesting history, but perhaps not with approved provenance or name recognition required.

Take a look at this SB Acoustics 3-way design thread. You could build the TM with SB29RDC-C000-4 tweeter and SB17NRXC35-4 midbass as a separate top cabinet first, and add a second cabinet with the two 8" woofers later to get boom-boom bass down to 28Hz. The TM-WW topology is one of the most popular because it can cover 20-20Khz in a modest width cabinet. Floor space for a 2-way on a stand is very similar to a TM-WW three way floor stander. Google SB17NRXC35 to find several 2-way DIY designs around the world and study the cabinet+crossover options.

Where did you say you wanted paper only? I think if you want the performance you can get with modern drivers like the Peerless you need reinforced paper cones like in the Scan Speaks, very expensive though!

SEAS with the U18RNX/P and Peerless with the 830874 still make some tidy ones. The classic one was probably the Vifa P17WJ-00-08. Very tidy frequency response and as is usually the case with polycones, easy to filter. Lower you can cross them, the better IMO. Say 2.5 Khz.

For a 3way sure. Most 6" pro drivers have decent midrange and increased sensitivity compared to regular drivers, but the fs is usually a bit high, since OP is looking for 6.5" AND bass 126hz fs "does not compute"

But when considering pro drivers the Faital 6FE100 can really shine in the right design.
