Trying to reduce 100/120 Hz mainly sawtooth hum by inserting some 50/60 Hz sinusoidal signal into the output is a bad crutch, I'd say. OTOH, I don't have any idea about any other intention.

And I'm sorry to poke fun at the person who built this, but the photos in post #5 tell a tale. I'm only glad that I've never, ever made a mistake. Except for that time that I thought I might be wrong. That was foolish.
