I prefer to run fans at lower speed. They make much lower noisy. add more if air flow is not adequate. by using more fans at lower speed, it will be quieter with the same amount of airflow, and the airflow is more even if you place fans at right places.
150W HQI will produce lot more light than any 150W halogen. it might be a little bit cooler, but I doubt anyone can tell the difference. you still need adquate cooling anyway.
I have seen some dimming mechanism for 400W HQI, but don't know any for 150Watt's. I would imaging you can do the same to the 150W's. to contral the black level, people use gray screens (10%-18% gray, read on AVSforum.com ) instead of pure white screens. I havn't tried before, but there was one time I had to use a chalkboard(black) infront of the screen during a presentation. I didn't turn of the projector, and the black color was real black on the chalk board. I believe that using a gray silver screen will do the magic for you.

heres is new pictures of my image projected. the green image is an issue with my digicam. you can see the image with the right colours in the 2nd picture. they are both from the same movie, "CUBE 2".
Today i remembered that i have the lamp from an old philips comercial projector. Do you think i can use it? i guess it has power enough, the projector was very good. I just dont know how to power it up...
i'll see if i can find something today.. so far my image as 120cm (horizontal) and the projector is at 285cm from the wall.
