2SC1318 sub in flip flop circuit

I'm trying to sort out a Start/Stop problem in a turntable (see here) and want to try swapping out TR12, a 2SC1318. Any thoughts on whether a KSC2383 would be adequate in this location?

Some quick calculations saz that worse case for Tr12 is (25VDC), 20mA and 110mW, well below the specs for iether part so there should be no need to upgrade it. This is part of an analog power supply so speed should not be an issue.
I would like to see a small bleed resistor on the BE of Tr13, say 2k2.
There are 3x 4.7uF: C8, C9, C10 (+ 3 more C15, C16, C17) electrolytic caps in the 3-phase oscillator circuit that would be my first suspects.
And the most common failure would be C14, the main supply cap.
