Yes, perhaps <50%. When I design with SMD and expect to reach the that limit, I like to draw a larger copper area for the collector pin so you don't have to de-rate quite as much. This extra heat sinking of the collector pin bumps up reliable Pd a bit by lowering die temperature and so less de-rating. The datasheet for SMDs usually specifies a certain copper area with specific copper thickness and standard FR-4 PCB material. If it is not mounted as designed for SMD PCB pads, I wouldn't go more than 30% especially for the higher voltage ones. A small current spike can destroy it quickly.

2SA1163/2SC2713. As far as I can tell, the plots on the spec sheet are the exactly the same as 2SA970/2SC2240. Of course, the power dissipation is smaller, though.
