That's a 1.8W per channel pair of monoblocks, and the transformers you see are almost certainly the power transformers.

That looks like it might be a 45 amp; with 5Y3G; and 6SN7 or 6SL7 (or the Russian or Chinese "equivilants").
The output transformers are in the bottom.
That is a very nice amplifier!
Whoever built that amplifier did his own 2-tone crinkle finish on the power transformer (and either did the chassis too, or bought crinkle paint to make the power transformer crinkle to match).
It might be a traditional single ended amp, with air gapped output transformers,

It might be a Parafeed amp, with plate choke and non-air-gapped output transformers all in the bottom.
We are talking 1.5 Watt or 2.0 Watt output.
It is not a 25 Watt amplifier.

I recommend push pull, not single ended for 25 Watts . . .
(Unless you are very ambitious, and do not have a potential hernia problem).
Start with the requirements, then pick single ended or push pull, the output tube(s),

Then, we can see about what kind of output transformers are available, and/or recommended.
