It's about long term reliability, heat management and such I believe, dipoles are a very harsh environnement for small drivers, especially when they are Eq'ed that low!
Not really, since the power rating of the 4-layer version is the same, and sensitivity is lower. The 2-layer version delivers more SPL per watt input.
An other thing is that Xmax of the driver is reached with less power input in open baffle compared to closed box or vented box.

The RO4Y has 173 vs ROY 103g moving mass. It mus be in the coil. Surround compliance is halved in the RO4Y obviously to compensate for this.
