When you compare the bias current change vs the pot rotation position, are both channels approximately the same?
Was the distortion there before you replaced all of the components listed in the first post?
Is the audio perfectly clean above 30Hz?

They don't state whether they're metal film or metal oxide film except in a few documents. The https://www.koaspeer.com/pdfs/MOS.pdf is used in some of their amps. It's a reduced size 3w that should be about the same as the 2w (which you probably have). The diagram for your amp says 2w.
Contact Rockford's tech support to see if they have a partslist for this amp.

I replaced the .1ohm resistors. Now the channel works at any frequency but I can only get about half way with the gain and the signal goes wonky causing the amp to draw less current for some reason.
Photo of wonky output?
With and without a speaker load unless they're identical.
Did you do ANYthing other than replacing the resistors?
Are you 100% sure that the replacements are 0.1 ohms?

I have 100 clicks on my vol adjustment. The difference between the 1st and the 2nd pic is 1 click.
The resistors is it. Honestly it could've been doing it before and I just didn't notice.
Pretty sure they are .1 ohms

With and without a speaker are identical except for with a load it pulls current instead of losing it
Is the voltage measured directly across all of the following, essentially the same?
R206, 207 and 208
compared to
R306, 307 and 308?
When the output is distorted, do you have clean audio on the capacitors, C201 and C304? I know I asked previously but the distortion was significantly different, then.

all 3 are not the same but they are identical to their counterpart. so 206 and 306 are the same.
yes the audio is clean at c201 and c304
yes the audio is clean at c201 and c304
To clarify, the only thing you did between the time that you had the original type of distortion to the time you started having the second type of distortion was change the 0.1 ohm resistors. Is that correct?
Did you confirm that you have all of the voltages listed on the diagram are present and if not exactly what's given on the diagram (they're never exact) that they are very near what's present on the other channel.

Yes I noticed that a few had gone open. It may have been doing this before. I never had the gain up high enough to know.
Diagram? What diagram?
Diagram? What diagram?
