I can vouch for the IRCs. I used these in the Mauro Penasa GC parts kits. On top of everything else, they are shiny and black. 😀

Hi Panelhead,
if you want better than +-1% then assemble a bridge to test them.
You need a DC supply, 9vpp3 would do, three resistors, two crocodile clips, a multimeter and your batch of Rtest resistors.
At the 0.1% or better level you need to watch for self heating due to test current and finger heat (do not touch the body of any resistors in the bridge) and for the resistance in the leads (attach the croc at the same distance from the body of Rtest each time).
