Is the amp working perfectly, otherwise?
Has it recently been repaired?
DCV on the cathode of D5 (should be in that general area)?

Hello,
I changed MC1 and IC3 because they burned out.
MC1 burned out due to my mistake because when changing IC3, I hadn't disconnected the 13.8v power supply.
The amplifier was working but was outputting a low-frequency sound, around 40Hz, on the subwoofer, even without the RCA connected.

Voltage on D5 cathode:
- Amplifier at 13.8V: 13.5V
- Amplifier turned on with remote: 25V
- Amplifier turned on with remote + fans running: 17V
When the output of D5 is at 25v, does the IC run as hot?
Did the B+ feeding the amp drop significantly at the time when the D5 voltage was at 17v?
The fans are in no way powered by this IC so I'm looking to see what the changes were with the fans.

No
The only difference is when the fans are running, and there is a small click in the sub when I plug in the remote and another click when the fans start running.
I don't dare leave the amplifier running for too long, for fear of burning something else.

Measure directly across R208. What's the difference between the time when D5v is 25v and when it's 17v?
Measure with both meter probes on the terminals of the resistor.
Amp not running? No remote voltage applied?
Amp not running? No remote voltage applied?
There is no reason to give any voltages when the amp isn't running (meaning no remote voltage applied?).
Do the fans start immediately when remote is applied?
Does the amp produce any audio before the fans start?
With no power applied, what's the resistance measured directly across R2?

No, start 5 second when remote is applied
Does the amp produce any audio before the fans start?
Yes, a small "clic" on the subwoofer
