Many others do the same as REW in that respect, for response testing... or are you asking about the modes/specs of the card?
I don't know exactly what tests REW does. for example with the lockpack check the following hardware parts .?
mic preamps , DAC , outputs , spdif .?

I do not think that there is an out of the box testprogram for your soundcard. This is not to be expected. You have to learn using your soundcard with REW and then you are able to check the soundcard parameters that are important to you. Calling for more audio SW tools is not the way.
This is an application specific to testing a sound card. https://audio.rightmark.org/download.shtml Its pretty well worked out and complete. It self running and makes a nice report. They have results from a number of cards available to compare.
Piggybacking on to this, does anyone has a recommendation for top performance sound card?

E1DA Cosmos - I have no first hand experience with it, the specs are impressive.
AFAIK most audio interfaces are targeted at music production and playback. How do you switch/calibrate voltage levels? How do they cope with the usual abuse on tge workbench (like accidental overvoltage and stuff)?
I'm also using RME, fireface UCX, hard to find downsides of it, but I did not dig into specialists devices, so recommending with reservations.
Conviniently it has more in-out than needed, small forms factor, processing on board and asio drivers.
