Amp will not power up here is what I get on the 494

There is insignificant voltage on pins 8 and 11, assuming that this is a standard power supply (no transformer drive).

I found a broken trace under the caps .

Could this be caused by the fixative or would it be more likely to be a leaking cap ?

The trace was corroded and part of it was missing .

That looks like it was destroyed by the brown fixative (which should be completely removed from this, and all, amps).
