This amp is in some kind of shutdown mode.The power led is on and the ESP led is blinking.I see no rail voltage.

Have you checked all of the output transistors?
Pin 10 is being driven high. It has to be very near 0v for the IC to produce output.

You need to lift pin 10 to defeat the protection circuit to possibly see why the amp is going into protect mode. That pin (off of the pad) should read approximately 0v DC.
Before your post I force that pin down to 0v .Relay is not engaged but I have low and high drive on the outputs. I have one FET in each bank right now.ESP led is still blinking and I just realize this amp has a microcontroller .
Do you have good audio on the pre-relay audio if you load it with a speaker or dummy load? Connect the negative load wire to the negative speaker terminal.
I know nothing about the ESP board. There are threads about them.
Look up the owner's manual for this amp to see if it gives you any information about the code the amp is giving with the LED.

From what I saw in there this amp has some thief lock features .I did not understand everything but i think the amp I have here is in some kind of lock mode.
I need a way to buy pass that circuit.

Did you look at the flash code for the LED to see if it corresponded to the codes in the manual?
The led is blinking like every second ,in the manual and can blink that way for more than one reason .
I just realize the esp led will only blink when remote and B+ Voltage is applied the same time.If remoter is apply last like it should only the power led it on but amp still in shutdown mode.

I saw a few threads but none hard a way around it apart from re programing the chip.
Amp i have here has audio,if the gain is not lock i think i will have no choice but to leave the protection disabled.

How much of the protection circuit are you going to leave disabled? One minor mistake could result in a lot of damage.
