Check the power supply and output mosfets, Q12,Q13 with an ohmmeter.
The 11volts on Pin 16 is shutting down the TL494 . Lift D7. If the amp powers up measure the DC voltage around U1, U2 and U3-74HC74.

Is it safer to remove the driver board away before I force to to power it on by removing d7? Because I cannot reach up to get voltages with driver board on it. Also will it be safer to do so that I won't blow anything bad?

You can remove the input and PWM driver boards with no impact on the DC voltages around the IC. Use power ground as reference (Black Probe)
I removed the diode and got all the oscillations on output mosfets. When I connect diode it goes protection. Tomorrow I will check voltages of u3 and let you know. Thank you sir.
