A friend of mine acquired this deck in an online auction and the VU's aren't working in recording mode, although it is recording fine.

They would normally work in playback mode. Do they?
If dead both ways: the LED "meter" circuit is normally on a separate power node than the audio. Trace wires from power board to meter board.

Can't find the schematic. Let's look at another deck- they are all more alike than different. We see that on this one (and most that I have seen) the meter just echoes the Line Out jack. So does that work?
This one has a chain of JFETs to switch the in/out of the Dolby chip between Play and Record. One of those may have quit.
