Most of these amps lithe the protect LED then after a short delay, go to power. Is this one going into protect again after the power LED lights up?

You should see a drive signal of the same frequency as the input to the RCAs (50-100Hz recommended) with an amplitude of about 12v. One will be at the negative rail. The other will be referenced to ground.
