Browsing Parts Express, I supposed you're in US, I simulated the GRS 10SW-4HE 10" in a ported 40L box.
Just US$44.99.
This is for a 3-Way speaker.
I see a good FR. 29.5Hz @-3dB.
Tuning freq=21Hz. Port 2" and 30cm long. Someone may say is too small, but look the port air speed at the usable frequency range not the peak at 13Hz.
The idea is just to use some port gain - this helps to keep port air speed moderate above 30Hz and group delay below 11ms above 30Hz.
Do you have and idea of how much SPL you plan to reach?
With 180W on this speaker (XMax limit), the simulation indicates 107dB SPL.

Sorry for not getting back to you sooner. I’m really looking for decent bass , more than volume. This is another budget build I’m thinking about. I was thinking of an 8” , but then why not just go bigger. I’m looking a box about 2cu ft .

24Hz @-3dB. Tuned to 23Hz, not boomy and low group delay.

The only driver I have seen in this volume is the L26ROY with a passive radiator.
Why? What do you think is not proper?Not see a 10" in a such low volume.

high mms 10" subwoofers may work fine with 40 liters (ported). but their sensitivity is lower.
By experience with bass reflex box lower than 40L with a decent bass extension F3 40Hz and a good sensitivity for a 3ways ~85dB.Why? What do you think is not proper?

I'm using more a side effect of port to extend the FR down to 30Hz without being boomy.
And yes, I'm using low sensitivity woofers with MMS between 70g and 110g.
My speakers are for moderate SPL residential and studio use, around 100dB with 100/150W.
The 10" I used have the following T/S (I measured myself with added mass):

I assumed common amp power levels.
If not using tube amps, 100 to 150W is a power level commonly found in residences and studios.
With this power and 85dB sensitivity we get 105dB, which is a lot of pressure - much more than we can safely support for extended period.
So, that's why I prefer what is called today as "subwoofer" for bass in 3-way and not a woofer.
I use a 5" or 6" mid-bass for mid, crossing around 150 and 300Hz.
The idea is to propose the old style 3-way loudspeaker that doesn't need separate subwoofer.
