As far as their flying at night, while displaying multi-color flashing lights, I think that purpose is self-evident. A desire to make certain that we notice them. The answer as to, why, there is a desire that we notice them depends on knowing from where/who they originate. Setting aside the alien hypothesis, any adversarial nation conducting spying activities would fly them completely dark, not light them as though Santa Clause had sent them. Which seems to leave, a domestically originated publicity stunt.
I don't think they're covert because they would be flown dark. I agree with @Ken Newton . However I think it may be a "test" by someone other than the US or a part of the US Government that's wants to see how observant we are in certain areas and or what the reaction is from the public. It just smells like a test, of what and whom we'll never know. That is unless someone gets lucky with a pot shot. Then the MIB show up and it's whitewashed

So, either he is lying, the U.S. Coast Guard in inept, or these are real drones coming in and out of the ocean.

What's interesting is that this is one of the very few nonpartisan issues. Both Democrats and Republicans in NJ are calling for answers. And to get those answers by shooting down some of these drones.

What's also interesting is that these recently reported sightings are right on shore by the ocean. Both the New Jersey and Oregon sightings are near the coast. And even more similar is that both areas are at roughly the same Northern latitude. NJ at about 40 degrees and Oregon at 44.
So, it could be some natural phenomenon that just happens at a certain coastal latitude. Or it could be from ships or submarines hanging around in those areas. Either way we need to find out what's going on.

Something to ponder; just read one is down in a NJ back yard and the police were called. Scanner conversation reports 10 more units showed up in the immediate vicinity. Someone mentioned that occurrence could be due to swarm algorithm behavior; it needs the location of the lost n-1 unit to reconfigure or something.

There have been drone observations in several sensitive places in Sweden to - nuclear power plants, airports and military facilities and so on.
The big problem as I see it is that in Sweden it's police business in peace-time, a batoon and Sig-Sauer won't do much good.
But that doesn't mean that they do not cooperate with the military, just that they don't have the tools for the job.

My Son in Law works at one of those places where you get shot if you get over the fence. He has reported sightings of drones near the site, but rules of engagement state that, if it's outside the perimeter you can't take a pot shot at it. As no photographs have been shown I do wonder if it's just a story doing the rounds as the day shift swears blind to the night shift that they saw something.
