The INT25 has no DAC and no phono stage. If I buy that amp, do I also need to buy a AC and phono stage gear? If so, what is recommended?

There are many possible and available combinations of phono stage, line stage, and power amplifier in one chassis.
About the only combination in one chassis you won't find is a phono stage with a power amplifier.

Michi X3 loaded with a digital card will do nicely. It sounds pretty good... of course, it can not compete with a straightforward no-frills 2-gain-stage pure class A Nelson's amps in sound quality, but as a one-stop-shop, it's pretty okay. It looks stunning as well...
So unlike a Mc or Lux an INT25 requires additional expenditures.

Hmm. Anyone want to estimate the money needed to equip an INT25 with a decent DAC and phono stage? I am OK w the price of the INT25 and excited about it's performance, but if thousands more are required to run that's a problem for me. The Michi X3 looks interesting, but it is a Rotel branded product manufactured in China. I'm hoping to find something designed and made in US. Back to Mcintosh? Thanks.

what you can expect is that someone here is giving you his experience and satisfaction about some actual product (DAC< phono), but final choice is up to you - taking in account all possible variables, existing with any purchase (be it groceries or car or house)
now, choose by quality, manufacturing origin is having nothing with that

If he wants a PL amp, he could get a new XA25 and have a couple grand left for a nice preamp with the other features. NAD C 658, maybe?
