I'm planning on restoring an old 50's RCA tube stereo and have the opportunity to buy these speakers to use with it. I'm not sure if the choice is dependent on the amplifier but which do you think is a better speaker? The JBLs are a proper 3-way and the PSBs have the "2 1/2 way" double mid range design.

Ah...to pull a vaguely educated opinion out of my butt I'd go for the PSBs. They are newer and likely a more sophisticated design. Woofer area 8" vs 2x6.5" pretty similar. Tower versus bookshelf, maybe go lower, though the Gerbils are big bookshelves. PSB works with the Canadian National Research council, see link. JBL can be great or too "rock and roll" and a bit cheap.
