Well…. smoothing out the response ís what you should want actually. ‘Lively and open sound’, to me it occurs you like the resonances inside the enclosure. Nothing wrong with that obviously, and great you are experimenting. My design targets are different, but that is the fun here, everyone is entitled to strive after his or her perfection.

REW measurements from my seating area.
You may be better doing more near-field measurements e.g. 0.5m, centred at tweeter height for comparing specific speaker tweaks. This will help reduce some of the room effects.

yeah I guess my woofers thought the cabinet was bigger than it was adding the extra wadding in there.

You've touched on what I was trying to say. It's too complicated a situation with all the different contributions and resonances to say that there is only one way to do it. They have found one way that works, by covering all the audible issues in some way or another. The reason I brought it up is to show that this doesn't have to be the end of your cabinet tweaking... of course now you're wise to the idea of taking it one step at a time 🙂

Ok I’m gonna dumb this down ….well….cause I’m still dumb with all this….
so do they choose drivers and then calculate….well ok we need a ported cabinet of 40 liters for the drivers to work optimally and have a flat response. So we are going to make it 38 liters and add lining/stuffing to have wiggle room to add another 2 liters of virtual volume.

It’s weird because even the internal lining of the foam isn’t done ‘ perfectly’
that is, some of the foam lining doesn’t even reach the bottom. So two pieces of foam completely cover all the way to the top of the cab, but at the bottom there is around an inch gap between the foam and the bottom.

Btw the cabinet volume is approximately 30 liters, which I did taking the width, height , length and MDF thickness along with the bitumen.
If you haven't already, any of the basic simulators are worth a play to see what impact different levels of stuffing might have on the alignment.
It's a little unclear exactly what qualities of the speaker you are trying to improve?
