The microphone need 48V 70mA(but I want to use minimum 2), sensitivity -48dB, self noise 5dB. So I think I need smaller than -137dB noise from power supply. 94-5=89; -48-89=-137

Phantom power is sourced from 48V by two 6.81K resistors that can only source 7 mA each into a dead short. 14 mA total.
If your microphone, which you do not specify, requires 48V at 70 mA then it is not Phantom-powered.
It is 48V-powered but not Phantom-powered.
Since you're not willing to tell the people who are offering to help you information they could use to research it further you're probably going to be on your own.
