It would depend on the amp. Most amps are likely designed to take at least the maximum common charging voltage of about 14.5v.

Depends on the amp, but few amps need more than 2 or 3 VRMS for full output.
If you mean how much input voltage could damage the amp input circuitry, that depends on
the particular amplifier design.

Overall just wanted to know if any amp could handle past 15v. Basically I just wanted to setup a music station in my garage. I have a laptop power cable but output is 19v and wasn't sure if amps can handle past 15volts. I guess I can modify and make it output 15volts. Thanks
Laptop power supplies typically have only about 3 amps output.
A standard desktop computer power supply is better suited. Virtually any desktop supply will provide 10+ amps of current.

IF a typical Car power amp, forget it, they are typically power HUNGRY. easily tens of Amperes, will explode or at least shut down your supply, which having meager 3x19 VA=57VA nominal capability means it can only feed a 35/40W RMS amplifier.
Search EBay and such, there are many amplifiers which are happy with a 19V single supply and which will fill your garage with Music.
Why are you running an amp at 15v just to have music playing?
