Is there anywhere I can get free music to download for testing purposes? If this music is played back through a system and recorded, it would violate copyright to distribute the recording, even for demonstration purposes. This would be public domain music.

foobar2000 has a YT plugin which allows you to download.
It just needs to be updated once in a while as YT does not want people to use YT without watching their ads so they change protocols.
The plugin obviously does not resolve copyright issues if the material is copyrighted.
But if the stuff you want to use is not copyrighted you should be fine.

Internet Archive is probably what you want. Search under audio.

4.Free PD is good: downloaded the track, has this notice:

5. Musopen: Need to register
6.Freesound: Registration needed
7. Mubert: You need to create an account
8. YouTube library: "This page isn't available. Sorry about that."
So the only options for me are:
