Dual Mono Volume Control Balance

So this is a standalone volume-/balance-control? (A passive pre, with tube-buffed?)

Edit: I just realized what you mean: the rubber-ring for the balance-control!

Tubes in a SE circuit can be unmatched L/R with no sonic penalty other than that the balance is off a little. So to set the balance put a signal generator through a Y cable to both channels, set the balance, lock it in with the rubber belt, done. Easier than testing 12 tubes to find a matching pair.
