Do you know any publicly available DIY speaker design that fits this bill:
1-. 3 way
2-. Waveguide loaded tweeter
3-. Home Cinema oriented
4-. Not full range (will use SW so over 60/80hz is OK, with good mid bass and lower mids)
5-. Available drivers and in stock
6-. Free/open design or available for a fee (like Heissmann Acoustics)
7-. Hopefully in a big monitor format (not a tower)
8-. Under USD$500 ea.
9-. Passive XO (for now, good active XO is over my budget --> USD$500 only for the amps and DSP!)
I've searched a lot for this, and could not find anything like it... maybe because it's not worth it? IDK. Maybe its better/cheaper to get 5x Kali Audio IN5 and call it a day.
Cheers

If you forgo the 3-way, IMHO no a big deal for home theater since you have dsp management and subwoofer on any modern system, there are several options. Check Cinetor-Evo, Monitor | Home theater speakers they look very good, and "heissmann" (i guess that is his name and he is a contributor of diyaudio also) has made a lot of measurements adapting tweeters soft dome and ring radiators, to waveguide (5-6" round) such as the w300G and the wg148. I am designing a LCR system with the W148G but so far I am only on the initial phase.
3 way, Waveguide loaded, good mid bass and lower mids, big monitor format, under USD$500
Do you mean 500$ per speaker by any chance? If not, please also specify the number of channels (2.1, 5.1 etc), as that directly impacts the cost.

Yes, sorry...
I meant USD$500 per speaker. I will use them in a 5.1 system. I don-t care if center channel is vertical orientation.

Cinetor EVO is very close in my list... If I can't get a good 3way I might build these speaker as they seem very well designed... sadly there are no reviews or third party opinions on these speaker.
Maybe this old design:
Seas U16RCY/P + Seas 27TBCD/GB-DXT = Prestigious Two – Monitor DXT
That looks similar to Heissmann Accoustics Monitor DXT. Still la 2way. I think a good 3way is cleaner that a 2way, unloading the burden on the woofer and getting a "dedicated" mid for that important range.
Oh ... sorry.... I missed the 3-way part 😱 I totally agree.... I would also prefer a 3 way. I mate my DXT with a Dayton RS125 and a pair of SB23NRX. Mine is active though.... have no clue how it should work as a passive. That looks similar to Heissmann Accoustics Monitor DXT. Still la 2way. If you don't run the cone driver up to the top, you mess up the match to a waveguide. The 3-way concept makes lots of sense with a dome tweeter.I think a good 3way is cleaner that a 2way, unloading the burden on the woofer and getting a "dedicated" mid for that important range.
I was thinking a 3" to 4" midrange with a 1" dome mounted in a 3" to 4" waveguide (crossed over 3 to 3.5kHz or more) plus a 6.5" woofer, or maybe a 6.5" midrange with a 1" dome mounted in a 6.5" waveguide (crossed around 2kHz) and a 8"+ woofer.
augerpro waveguides (search for somasonus waveguides) look very nice, and maybe there is a passive 3 way design that uses them.
