The way you can tell is by looking at the product ID on the face of the coil... this assumes yours are in channel frames which 99 percent of the 173's are.
it will either say "EXO-173" or it will say "EXO-173 PPS".... that is how you can tell the difference. the PPS is a modified version wound in a mannner which optimizes it for phase splitting duty. the earlier 173 can also be used for phase splitting.
original style EXO-173..... these are a 3 terminal CT autoformer. They can be used in several different ways. They can be arranged as a 1:2 step up , as a 2:1 step down transformer or as a Brooks style CT choke. This early 173 design can also be used as a phase splitter though it is not optimized for phase splitting such as the EXO-173PPS version is
