the question is , how to maintain constant 12v voltage ?
fully charged 3s battery with bms will generate more than 12v but it will drop .

Then why not use a PAM8406? Runs off 5v powerbank or phone charger.
I use these amp modules with bluetooth to good effect, and get days off a fully charged powerbank:

i've sourced this chip from ICStation, Aliexpress and Amazon and this seems to work pretty good, not to mention if you are game you can customise the BT chip.
My setup so far is this, a step up module to 5v and run it off a singular 18650 battery, all being charged off a TP4056 BMS, which you just plug a usb into and charge off the wall when flat.
