best sub-woofer drivers

They both are decent drivers. Lowrider might give better low end performance (if tuned properly), 30Hz and up. It has more xmax and lower Fs.
Go for Lowrider if you want proper sub-bass. Requires larger enclosure tho.. Something like 200-250 litres tuned to 30-40Hz depending how low you want.

RCF LF18G401 is also really good performer for many kind of applications.

What frequency range?
Max price?
Max enclosure size? Large would allow a horn which requires different woofers than a vented box.
Enclosure type? Vented, horn, bandpass etc.
Is weight an issue? If so, neodymium magnets are lighter but much more expensive.

i am willing to spend a maximum of $250

would like a range of at latest 32hz minimum

Max size is about 8.74 Cubic Feet

Enclosure type is Vented ,a simple design

weight is not an issue,you could say it would be an advantage since a pa monitor will be mounted on top of the sub

i am building a pa sub woofer but im stuck between 2 drivers the PRV Audio 18SW2200v2 18" and the Peavey 18" Low Rider. Im looking for sound quality and high SPL .which of these subs are best

Peavey - Peavey 18" Low Rider Subwoofer Speaker

For a PA sub on a budget, this is about as good as it is going to get.
