I am considering building my first transmission line. I simply want to try something new. I am considering the Audax HM 210C0. Do you think this would be a good candidate?

There is a part of me that wants to keep it simple and go with a 75L cabinet and mount the RAAL on top. To gain from the dipole tweeter, I am considering the top of the cabinet behind the tweeter down a couple of degrees so that it interferes "less" with the rear of the tweeter.
In this situation, I might even consider opting for two Audax bass drivers.

If the published specs you linked are reasonably representative of those of the actual driver's, yes, this Audax woofer will work quite well in a TL. I modeled both an ML-TL and a 13:1 tapered TL, each 60 inches long with net line volumes of ~2.2 cubic feet and tuned to 30 Hz. The predicted anechoic f3 for both was 34-35 Hz. The Xmax of this driver will limit the generated SPL (for a continuous 10-watt input) to 100 dB (before BSC), however.

It sounds kind of iffy then. I like to listen at performance level in the house. It's not loud, just the volume of a piano bass and drums.
The fact that this driver can't play really loud has less to do with it being in a TL and more with the driver's limited excursion ability (an Xmax of just over 4 mm Peak). If you're willing to give up a little bass, say have a higher f3 like 40 Hz, the driver will not hit its Xmax quite as soon, but it won't be a "night and day" difference.
