Help: cheap PA from house to yard

I'm new here, pretend I don't know anything (not a stretch). I need to set up a simple 120v PA with a mic on my desk in the house to one weatherproof speaker outside in the yard. Mainly to tell the dogs to quit barking and to call the kids. I have a mic, if you think it would be suitable for this application: RadioShack dynamic 33-3002 imp. 500. I saw some small complete systems on Amazon for under $100 (my price range) but most are 12v for autos but none got very good reviews. What do you suggest for an inexpensive setup?
 
Looks inexpensive enough. You don;t need fidelity. You need to find an outdoor speaker. Even one of those horns with the cone in the middle like a stadium or a bus station might use. But needs to be outdoor rated. Even outdoor ones need to be out of direct weather really. Like up under the eaves or something. Oh, now I see an example of exactly that is down the page a little from the amp you linked.

The mic can be most anything, all it needs to do is project your voice. Your telephone has a very limited frequency range, but I bet you don;t usually notice that when talking. You can find inexpensive mics on a stand with a push to talk switch. Like on the foreman's desk at the factory. Or a mic that hangs on a hook and has a button on the side, like a CB radio mic. You need to get one with a 1/4" plug on the cord, or wire such a plug to a mic. A dumb little crystal mic would work fine.

You don't HAVE to use a push to talk mic, you could just spin down the volume knob when not in use.

A lot of mics are out there for use with computers and other personal electronics. Many of them require a power source, typically 5-9v, which your Amazon amp would not supply, so avoid them.

I need something like that to tell the hedgehog to go the other way so the dogs dont start woofing at him when he freezes and balls-up near the gate. They woof even more because he doesn't run off!

The neighbours haven't caught me commando in my slippers at 3 in the morning shooing the dogs back inside so the little spiky one can get away - yet!
