Yes, the chip is available. $4 each, but the minimum order is 25.
$4.- for a Sabre ES9038PRO chip? I'm guessing about the same price as for the last top-dog of the Sabre line, which was about $65.-

The ESS reference voltage regulator is $4. The 9038 is $50, minimum purchase of 2 chips.

Audio is a mixture of analogue and digital electronics, nothing special, there are many decent regulators that are good enough for audio as well as even more critical electronics....
The ESS regulator is designed to provide a simpler solution for using their DACs, it replaces numerous discrete components and separate LDOs around the DAC device, very useful if you are assembling many hundreds to thousands of boards cost wise.
