LIMP does not seem to have provision for stepped sine calibration and only offers calibration for FFT mode. Does anyone know why?

There is a calibrate function in both the stepped-sine and PN Pink mode.
Look in the "Record" drop-down.

Yes, but that function does not depend on whether Pink PN or stepped-sine mode is active: it always calibrates for the current sequence length and sampling rate of pink noise, whence I conclude that it is ignored for sine signal.
