Someone mentioned heat. I once had a PC that got slow. I tried everything - even clean install several times. The first 15 minutes after clean install it was fast, but then slowed again. The real solution was to dust it with Airspray every 3 or 4 months (it was a laptop). I also have a asus eeebox with same problem. Also heat is the main problem. I open the box, and sprayed it clean, and removed CPU to add new heatpasta.

Firefox seems to be the culprit here. I have 15 tabs open in my browser [IE] and it takes only ~200M of memory.
The video card runs very hot. The rest seems normal.
The fan inside the PSU is usually off. So it must be sending out very low power.
When I access the HDD the PSU fan comes on full speed.

I uninstalled firefox a couple of days ago and installed from a fresh download using IE.
The before and after seem similar.
I turned off Themes as well when doing the firefox re-install and that has changed my screen a bit.
I did not do a comparison while firefox was uninstalled.

Also, why was "TrustedInstaller" running? Were you installing something when you checked the Mem & CPU usage?
Andrew, I have had a problem with my videocard. It ran very hot and therefore frustrated the whole system. I just bought a new one and the problem was solved..... Worth checking I think!

I have a similar high CPU usage at times. Search on RAC database issues. I solved it for a time by deleting the database, but it seems to have come back. This is a good place to start, but be sure to read all four pages-

"TrustedInstaller" or an "elevator.exe" will usually only run when you
actually install some legitimate software.
If either is running while not installing , this will allow a 3'rd party to
install at will. (sounds like malware).
UAC is circumvented fully and "trusted-installer" has full admin privileges.

A good way of getting to know what is being loaded on to your PC when it starts is to run MSCONFIG - On Windows 7 type msconfig in the run box in the start menu.
You can stop various processes from starting on bootup, or just use it to get an idea of what is trying to hog all the resouces on your PC. I have often found it useful when rescuing PC's that have become so slow to be useless.

Yes. No point in trying to fix stuff, if there's malware running.
I have been shutting down at the end of day for a couple of days now.
It still takes about 4 minutes to start up in the morning, but after that there have been no exceptionally slow incident periods.
Memory is typically running at 1.8GB to 1.9GB when no apps are open and increases to around 2.5GB to 2.7GB when Firefox and maybe a couple of pdfs are open.

Four minutes is a very long to start up and those memory figures sound very high. Even a 9 yr old laptop running Vista and with only 2Gb RAM trounces those speeds.
You've mentioned reinstalling ! How do you do that ? Do you use a disc (DVD with Windows on it) and then just let Windows Update pick the required drivers, or do you use the disc and install your own drivers from another source first ?
The text file attached shows notes I made at the time I clean installed W8.1 (Vista and W7 would follow an identical pattern). If you have another PC you can use then its well worth taking your time and doing a super clean install.
The attached file shows a cold boot on my laptop (W8.1). From hitting the power button to being here, and going through opening email, to thread notifiers and finally to diyaudio...

Re-booting or powering down a clean W7 is NOT necessary. Mine goes 24/7
for months at a time. Always 735mb when I wake it in the morning.
My install is > 2 years old. Windows is still 5.2gb on the HDD as it was
in 2012 , nothing has changed.
Install all your 3rd party progs to a second partition of second HDD. Most
programs will write to the registry on first install , if you are needing to clean
your reg often , you either are installing/uninstalling many things or something is amiss.

Just experience we have had in our engineering dept., keeping them running constantly caused problems with memory leak etc. this was across numerous PCs run by engineers etc.

Isn't it funny, you have many background applications that is common in creating troubles.
I realised this is complicated for dummies, because computer troubleshooting follows certain pattern like workflow. My main arena for fixing problem like this is REGEDIT.EXE. It's very simple system, yet so powerful in setting up how Windows work.
Regarding slow computer due to high CPU usage, the cause is always a software (virus is also a software) so the troubleshooting should start with finding this software (tho sometimes it is not explicit).
(1) Many applications have app services that try to connect to internet to find "updates". This includes OS, anti-virus, browser, Acrobat Reader, anything including malware. Some auto install often takes time also. Stop this software or run manually when needed.
(2) Many anti-virus do a background activity like real time scan. You have WINDOWS DEFENDER there. Try to set it to scan on demand or exclude its own directory from being scanned.
(3) In Windows, the built-in tool to troubleshoot hidden activity beside the Task Manager is the NETSTAT command. Type "NETSTAT -ABON" from a command prompt while browser is not running and you might see many activities trying to make connections.

After that is done and you still find a slowdown when using Firefox, please do this in a new Firefox tab:
1. Note down Firefox's memory usage.
2. Type "about:memory" in Firefox. <Enter>.
3. Click the "GC" button.
4. Do Step 1.
5. Click the "CC" button.
6. Do Step 1.
7. Click the "Minimize memory usage" button.
8. Do Step 1.
Report back with all 4 memory numbers, please.
