What Windows-based schematic capture other than Eagle or TinyCAD can you recommend that is not over-the-top expensive for a hobbyist?
You can just use LTSpice for free.
If you are going to create PCBs use a schematic capture program that will transfer directly to PCB... and one where the associated PCB package allows you to produce Gerber data so you can choose your own PCB manufacturer. The rest is up to you, try the various options, there is a comprehensive list somewhere I will try and find it or just Google free schematic capture packages...
