You could spray the cone with silicone spray to make it waterproof but that will add mass and change the characteristics.
Impact proof...what do you mean...the cone itself?

You can make the loudspeaker cabinet waterproof (well, sort of) and impact proof by mounting over the speakers some perforated steel speaker grills and fabric (foam).is there some way to make it water proof and to a certain level, impact proof
There is art and craft spray sealer used for waterproofing and sealing pastel and charcoal artwork with very little application or mass added. Try that in small steps of coats and test or listen in between coats to make sure sound is not too affected by mass. Silicone oil is a bad idea as it will soften suspension and paper and mess up driver TS parameters and reduce HF extension (plus it is oily and never dries and attracts dirt like a magnet).
Protection is afforded by a wire mesh grille that can be bought for car audio.
If you could get new drivers, get waterproof boat speakers. Visaton also makes waterproof cones. Many pro audio drivers are coated to be waterproof too.
