Loctal Base Post

Can anyone tell me if the center post in tubes such as the 7N7 is attached to anything or is it just for locking the tube in? Reason I ask is that when you look at the underside of the loctal socket the center post hole has a tab with a mounting hole for say a wore to be soldered to.

So u can tie a resistor or 2 there as long as they are all expected to go to ground agreed?
