What do mean control the spin Scott? Lessen it? Enhance it?
The article said that by filling in on two sides you can create an axis of prefered spin. This is illegal now under USGA rules. The only illegal balls I have seen for sale are for longer distance. I thought it was amusing in general.
eh - the money is made on the putting green - of course getting there with one less swing does help things.

Check your grip and the angle of your club face. I'm no golf expert, but I use to have a terrible hook but found that an improper grip allows the club face to turn slightly during the swing. Not good.🙂
