A mains powered appliance can be either ClassII (double insulated) or ClassI, with mandatory PE protection that we are able to build.I never received a clear yes or no on this question and may have missed the answer somewhere.

SMPS are not usually used with a conventional soft start, in fact in some cases to do so could cause problems and even damage. The lower the AC voltage applied to an SMPS, the more current it will in fact draw as it attempts to keep the power delivered to the load constant.
SMPS do have a 'soft start' but it is integral with the electronics driving the switching elements and operates in a totally different way by controlling and restricing the duty cycle of the drive waveform.
