It could be pulsing when the amp tries to enable the outputs.
I'm working from the 2380 board schematic so I'm not sure it matches yours. C5 is the delay cap. Short it's positive and negative terminals with a jumper wire. Does the power supply come up and produce both positive and negative rail voltage?

Is there any DC on the output of that channel?
If not, short the bias transistor from collector to emitter with a jumper wire and remove the jumper from C5. Does the amp power up and idle?
There is a small amount of DC on that channel about 0.220 vdc, but I soldered a jumper from collector to emitter on Q308 and removed the jumper from C5 and the amp pulses.
0 amps to 40 amps over and over.
